Every distribution has its own init scripts... this is just an example not specific to any distribution... tomorrow apple/darwin would like its own

Changing time is a job only root can do, so it should be in /usr/sbin .... just like debian does. https://packages.ubuntu.com/jammy/amd64/htpdate/filelist

if you agree on using '/usr/sbin', this can be merged.
