Create htpdate.spec #31

I made htpdate.spec for creating a rpm package for Fedora, RHEL, OpenSUSE, etc. And I also start to provide the rpm package in Copr. If there are any problems, please feel free to ask me.

Back in the day I did provide RPM packages and for a short while deb too, but it seems every distro has their own policy/specifics/quirks. So deliberately I leave any distro/platform specific configuration out.

Still I do think this is a valuable contribution, so included your contribution in the links page.
