Made challenges able to be marked as in progress #143

In the cman.completed cookie, or by using cman.setChallengeStatus(), or by using the import data button, a challenge's status can now be set to 0.5, which will mark it as in progress, visually. Resolves #91.

Hi, so this workflow run failed because GitHub just changed the default permissions for GitHub Actions workflows. Can you please do these two steps? image image
