Actions tab auto-scroll to top when selecting an action #60

The UI for the Actions tab should automatically scroll to the top when an action is clicked. Otherwise, players get confused when clicking the action icon to display its defails in the sheet doesn't look like it's doing anything.

Fixed in v0.14.20, this was already implemented but broke when the div layout of the actor sheet was changed to fix #11.
