Select phone by geo

Adds logic to handle geo-selection of phone numbers.

If the number has a +1 country code:

• If the number is a Canadian area code, it will sort all available Canadian numbers by geographic proximity and only return a list of Canadian numbers.
• If the number is a US area code, it will sort all available US numbers by geographic proximity and only return a list of US numbers.

If the number has a country code other than +1:

• It will select numbers with the matching country code, if they exist. It will not fall back to +1 country code numbers.

Additional setup steps:

• To generate your phone number map, add a list of e164 numbers to data/phoneNumbers.txt, one phone number per line.
• Then run npm run prepare to generate the phone number map.
• If successful, phoneNumberMap.json should contain your phone numbers.
