Migrated tests from TravisCI over to Github CI.

Based on configuration from https://github.com/twilio/authy-ruby/pull/69

@philnash sorry I've not had a chance to look at this since I created it.

OK, I took time to take a look at this and I found out what was going on. The original failure comes from Webmock, so updating that to the latest lets the tests run at least. Following that, there are then I18n issues that are covered in #155.

I'll get this merged once #155 is fully approved.
