Updated Solar Flux interpolation indexes and sunspot numbers #25

Alright. I've integrated sunspot numbers for completeness sake and made better use of the f10.7 quality flag. 0 - if it is on the day, 2 if more than a day old 3 if many days old.

Makes very small differences on the VLA data (~0.1 rad/m^2)

IMF24 numbers needs to be done next but I'm focusing on getting results out right now.
