The file 41-odvr.rules includes deprecated config directives, as it uses "SYSFS" instead of "ATTR" for the idVendor and idProduct fields.

This causes the udev file to be ignored, and the device to be writable only by root, probably explaining some other issues with people who can't access the device without sudo.
