Feature: Add multi language support #32

Possibly a language selector on the nav

this is likely an ongoing issue to cope with. Main languages to have I think are

English Spanish French Chinese (mandarin) Russian

This is built in to vuepress by default, when folks want to add guides in different languages, we simply need to associate the different languages guides using the locales config option and point it to the translated path.

I think we should bump the priority on this now that we've gotten close to an MVP to release.

@DanMacDonald once you get started on the main edit, it may be worth reaching out to the community to see if anyone wants to put their hand up for translating the cookbook.

The languages that @atticusofsparta mentioned seems like a great start!
