Giveaways functionality #386

I think giveaways functionality will be useful for this bot. I want to make it pretty similar to Nightbot gw. But more configurable. For example, I want to add ability to create giveaways based on how long viewers followed/subscribers.

I'm familiar with the architecture of project, my idea is to write a new giveaways microservice, and dashboard page for it. I wanna write some unit tests, but only for logic when random user is chosen.

Also, I want to try to create PR for this.

Thats nice and funny to do feature. I think i can also do it in near time, but thats as you wish.
