Cleanup buildmaster after RAX removal. #248

Scope

This removes the builders which were assigned to the RAX slaves which were removes.

Changes

Just remove everything that was offline, with the exception of OSX 10.06 and RHEL-7

Removed the slaves from twisted-infra-secret repo.

As a drive by, I have removed the github slaves, as I don't think that is doing anything useful :)

I tried to update the README files to better document what is going on here.

How to test

The changes were already applied on PROD

See https://buildbot.twistedmatrix.com/buildslaves There osx-10.06 without builder... and the RHEL-7 which @hawkowl will get back online soon.

I was not able to push the changes to twisted-infra-secret as the public key for @markrwilliams is expired.

Make sure twisted-info-secret is up to date and revealed :)

@hawkowl deleted these while updating the Fedora builders in 738cdcdbd230535ae7367b70ea8f3203173ca362. However, this was a cleaner removal since it actually removed the lines rather than commenting them out; perhaps it should still be resolved & landed?

I am closing this as I don't have time and in the mood to work on this now. If someones want to update and solve the conflicts, this can be reopened.
