Set up towncrier to manage the changelog, CHANGELOG.rst. This is also included in the documentation.
Add changelog entries for PRs merged since the last release.
Fix numerous dead links in the documentation.
Create CONTRIBUTING.rst (this is incomplete and will be enhanced in a future PR).
Add Code of Conduct to the README (will add this to the documentation in a follow-up).
