please re-name mkbranch #1

This conflicts with Combinator's usage of the same name, so it's not possible to have both tools available simultaneously.

It's called bin/make-branch (now?) but it's referenced as 'bin/mkbranch' in setup.py's scripts list, causing this error during installation:

error: /home/twisted/twisted-dev-tools/bin/mkbranch: No such file or directory
