Generalize force build #2

This adds support to force-build for a configuration file for adjusting the tool's behavior so it works with other buildmaster configurations.

I did a bit of work along these lines https://github.com/twisted/twisted-dev-tools/compare/generalize-force-build...force-builds-2 but got lost in the api design.

Now that branch pushes are automatically triggering builds, I think that this is no longer necessary. In fact, perhaps force-build should be removed entirely?
