500 on create list or delete if you got a prior revoke on `version_removed` within 10 days of that revoke

Brief description

I got a revoke with status version_removed on the 15th

Currently for my clientID I cannot

Get EventSub Subscriptions - 500 Error Create EventSub Subscriptions - ANY topic - 500 Error Delete EventSub Subscriptions - the ID of the "offending" subscriptions

How to reproduce

• Subscribe to any open beta type/version
• Wait for Twitch to kill the open beta type/version with status of version_removed
• Try to do anything on EventSub (such as webhooks or conduit "basic" operations)

Expected behavior

Be able to list, create and delete subscriptions
