Problem/Feature

Added deprecations for old tags systems, and confirmed support on everything for freeform tags

Description of Changes:

Updated old tags APIs to respond with 410 Gone
Updated endpoints to exclude valid references to tag_ids (returns nil/empty now)
Moved channel.update beta to verison 2, while we're here
Also while we're here, deprecated Soundtrack API endpoints so they'll respond with 410 Gone
