Fix Github Actions Windows test issues

Problem/Feature

Github Actions tests were failing with Windows. Apparently its an issue with how its handling any Go version before 1.20. Similar to https://github.com/apache/arrow-adbc/issues/1088 so the solution was the same

Description of Changes:

• Updated Go version to 1.20.x
• Updated crazy-max/ghaction-xgo to v3
• Updated actions/checkout to v4
• Updated actions/setup-go to v4
