Add RightNodeMetadataLeftIndexedPowerLawGraph

This pull request contains two parts:

1. Add a new RightNodeMetadataLeftIndexedPowerLawGraph and the supporting data structures such as GraphSegment, Iterator, and SegmentProvider.

2. Add a new tweetfeature algorithm package which returns right node features along with the recommendations.
