Uruguayan flag is missing stripes.

The Uruguayan flag emoji is missing the top and bottom white stripes. According to Wikipedia, the flag of Uruguay "has a field of nine equal horizontal stripes alternating white and blue." If you look at their drawing against a dark background, you will quickly see that, indeed, the first and last stripes are supposed to be white. These are omitted in Twemoji, since the flag only has seven, and not the correct nine.

Bump. Greece's flag has the same 9 stripe structure and is represented correctly in Twemoji. Uruguay's flag should be updated to match the real flag
