These were actually done by Sofo (original Twemoji designer) prior to layoffs: earliest mention of completion confirmation that these are those same completed emoji

if you look across all of Twemoji, you'll find Sofo's style has shifted a lot over time!! Twemoji is a very inconsistent set at this point.
