We can mostly port the previous device model for the C version of Twizzler over, at least in terms of its general layout and goals.

[x] Kernel services for identifying and scanning busses
[ ] Kernel services for interrupt management, generic handling, and routing
[ ] Kernel-user ABI and API for device management and drivers
[ ] Device manager userspace service
