Some general enhancements for the scheduler:

[ ] Take SMT into account for topology searches
[ ] Have topology actually derive from cache info, with costs
[ ] Limit by allowed cpu sets (pinning)
[ ] Migration cooldown for threads
[ ] Bound rebalance time
