It does look like the right placement for this as it is more dependent on payment methods (via config as well) rather than a price set option.

I can see your point, but not sure it's "always the right thing" to place it there.

If such a change effected existing Percentage fields, wome existing users would be pleased; most would be surprised (whether pleased or not).

I'm open to discussion and even to a PR (if such PR would not force this behavior on existing Percentage fields but offered it somehow as a per-field or perhaps site-wide option).
