hoist slurm workload manager to fan-out heavy multifactor experiments #16

Create a terraform/ansible cloud Slurm system in TwoSix AWS. We need to run a whole lot of evaluations to explore the newly realized multi-factor, principal component analysis work happening along with DataMachines

Based on repeated failures to get Slurm working in any reasonable way I am looking at AWS Batch as the alternative scheduler in AWS parallelcluster.
