check before...

... delete if project exists
... create if another project exists with same name
... copy if ...
- .... template job exists
- ... another project exists with same name

This has been here for quite a while, and I was sort of expecting you to fix the build errors before considering merging it, which hasn't happened.

Are you still interested in getting this merged? Can you fix tests please?
