As a faculty member, I want to be able to specify a specific email in a configuration file to be alerted when a specific point of data changes, so that the appropriate party can take action if necessary.

Emails should be specified in a config file.
When the data point is modified, an email containing details about the modification should be sent to the email:

Email details: Time of change Key name Value name Previous value, new value
