Workflow system #83

A workflow system that allows users to define workflows for their translations. This gives more control about the state of translations.

An example workflow: Needs translation -> Translated -> Needs approval -> Done

I would like to bump this as we would like to use it. Specifically we need it for machine translation so we can release faster and not waiting for a specific translation in one of the languages our system needs to support 100%. Then afterwards our translators can check and edit the translation if needed, and set it to some kind of approved status.
