Have tiebot report new user creations to discord on followed wikis #20

Currently if it is a user creation, it is passed to #cvn-wikia-newusers, but does not make it to Discord if it is on a followed wiki.

With yesterday's Wikia release removing new user creations from the Recent Changes, the source feed no longer contains user creation information.

I've mentioned this, but time will tell if it is ever brought back up.
