thirdparty/protobuf-3.5.1: added e2k support (MCST Elbrus 2000)
minimp3: added e2k support (MCST Elbrus 2000)
processor_detect_linux.cpp: fixed check condition for E2K and ARM
shadersystem.cpp: fixed check condition for E2K
launcher: library name fixed (fix for https://github.com/tyabus/Kisak-Strike/issues/5)

I don't want to support dead VLIW architecture which i don't even have access to, nor i want to support a company that supplies war criminal regime. Slava Ukraine 🇺🇦.
