Ability to automatically start PlotoFy when you run PlotoSpawner

Split of "plots create" from Get-PlotoJobs output
Removed MaxJobsOnSameDiskInP1 for now (Param still there but no effect): Why? I deem it a useless. I want to limit all jobs per p1 only and not on same disk

Fixed

Surpressed error fom Stop-PlotoJob is its the known one
fixed a bug that prevented spawning (MaxJobsOnDiskInP1 was calculated wrong)
