To prepare for pool-plotting, many ppl will replace they current plots with new ones that are poolable. We need an easy setup that allows to delete a plot shortly before one is finished, so that we utilize available space most efficiently.

Main logic:

Define "DenomForOutDrivesToReplot" in config
Define "Replot" = "true" in config
Upon Start-PlotoSpawns, it launches the function "Get-PlotoReplots:
1. It monitors for active Jobs that are about to finish.
2. When a jobs reaches Phase 4 and it has "Replot" option enabled and its OutDrive matches denom for "DenomForOutDrivesToReplot": Check if OutDrive has space: If yes, do nothing. If not, delete the oldest plot on that Drive to make space for the new one.
