Added Rezcore api docs. #1207

There's no backend implementation, just a reference about rezcore api. This is all there is right now, their skills url is not working, it returns invalid permissions. I'll contact them again about this.

You could probably merge it if you want. If you all agree to use Rezcore then I'll add another issue to create some type of template to send a resume for their api.
