Section validation #1233

Fixes https://github.com/natebenson/vyllage/issues/1227.

Added section validation for Skills and Career Interest. Added notification for errors on sliding down notification for any errors not caught in the frontend. (Not sure if ok, maybe it's better to display it on the section? That would require changing all sections to take into account a possible return to the frontend with error messages).

I think a general notification of error should be ok.
