feat: add single-pāda samavṛtta identification

Makes simple change of also allowing identification of single-pāda input with explicit flag resplit_option='single_pAda'.

Also some chores:

• add pytest to testing extras in setup.py
• get version number from init.py
• ignore more build artifacts
