This is an updated version of https://github.com/vaticle/typeql/pull/102

This PR contains workflows for automatically publishing updates to https://plugins.jetbrains.com. You will have to create an account there and update the repository secrets so release.yml works.

Hi @BFergerson good update! What's the state of the repo after this PR? You've added automatic publishing (fantistic :D) and reflect all the new naming (vaticle, typeql), and done some major refactoring + github actions integration.

Ok, I don't think really have bandwidth to review something this big and since this is in the OSI now, I think we can merge it and push towards getting it published on marketplace? @lolski what do you think
