What is the goal of this PR?

We ensure that every eligible file in the repository includes the Apache license header, and back that up with checkstyle tests.

What are the changes implemented in this PR?

Add or fix the license headers to reflect the Apache license;
Update dependencies;
Import and invoke checkstyle_test();
Use checkstyle to confirm that the license text and all the license headers are correct.

Closes #39.
