re-patched servant-server-0.11 to add temp static files logic #58

Added temporary implementation for serving static files. This re-patches servant-server-0.11 only.
I have tested this patch using my application (on mac). FYI: eta-hackage is currently missing servant-server.0.10 patches.

servant-server.0.10 static files logic was a bit different and I have not tested my logic against 0.10.
