Create private channel to contact the Steering Committee

The main use case I have in mind is for candidates to apply to join the committee (see #27). When we have this, I volunteer to draft a blog post soliciting new members.

I think e-mail is reasonable for this, but we need an active member (ideally, two) with active domain membership.

I created a Google Group with a collaborative inbox. From it:

• Anyone can e-mail steering@typelevel.org, which forwards to this group
• Anyone can post to it from the web
• Only members can see it
• Members can discuss through a "collaborative inbox", but the original author doesn't see it
• Members can privately reply to the author, but there's no record of that communication for other members, and no apparent way to CC the group.

It's not precisely what I had in mind: it would be nice to have a "steering + private correspondent view", so private concerns can be raised, and we don't step on each other in responses. But it's better than what we had.
