Migrate build to sbt-typelevel #8

This PR migrates weaver-test's build to use sbt-typelevel.

The approach we're taking is a total rebuild, starting from a fresh sbt-typelevel setup mostly inspired by typelevel.g8. Additionally we should try and not bump any dependencies in this particular PR.

A rough task outline:

[x] make directory structure match sbt-typelevel style
[x] basic build compiling most modules
[x] all tests passing
~migrate docs project~ (see https://github.com/typelevel/weaver-test/issues/14)

@valencik I've taken the liberty of merging @zainab-ali's PR into yours to get it green. Maybe the docs project can happen in a subsequent PR ?
