Added one more file with translation + small fix #397

Fix css in welcome page - because on Russian blocks with text don't fit well

thank you, as discussed I won't create a new release for version 1, but changes will migrate to version 2 hopefully (cannot say right now which changes will be migrated because translation-feature and templates will differ now and then)
