Development blockquote #104

Tried again with the correct branch this time.

Went through index.html and changed all the block quotes to the new preferred markup. Changed the block quote example as well. Added a bit more detail to the description for the element. Adjusted some styles, but minimally.

The styles will need to be reviewed. I tried for a bit to get them closer to the original, but now I see that you have many style changes in development so it would be best if you reviewed how this new markup effects your styles.

Ok sorry to be the bad news bear, but I need you to clean these commits up and only submit a PR of your changes. Your merges with my changes are getting pushed back again making things a bit ugly. Since you got things wokring now just resubmit a clean PR with only your changes. sorry bro :(
