Move OCI image tag to an annotation to free up start-command #456

This PR complements https://github.com/typesafehub/conductr/pull/1781/files by ensuring that the CLI produces OCI Image bundles in the format ConductR will expect.

Note: there will be a separate PR that will allow you to set the start-command of a given component using bndl.
