update npm to the latest version #3

The latest version is 2.11.0, but 1.3.26 is used. Would be great to have it updated because it causes some issues with sbt-js-engine - https://github.com/sbt/sbt-js-engine/issues/34

This has been resolved -- old version is 2.11.2, newest version will be 2.14.14 shortly.
