(Not sure how to test, but pretty sure this is an issue)

To test this someone with permissions can push this to a branch (non-main), and should be able to go here https://github.com/typeshed-internal/stub_uploader/actions/workflows/force_update.yml click "Run workflow" on that branch and choose a pattern that would match a previously failed upload. (I don't want to do this as it past midnight and i want to go to bed)
