Add Build Job for JDK11

This PR:

allows building and testing under JDK11
ensures jdk8.jar, Xbootclasspath, jdk8.stub, "-source", "8", "-target", "8" are only being used under JDK8
moves InferenceEqualityComparer to its own file to fix a reflection glitch
