[BUG]: Schematics in blueprints not placing

What version did this issue occur in?

1.62.2

Describe the issue in detail.

I made a minigun for someone, put it into blueprint form by selecting everything, gave them the blueprint, they learned it, placed it down, and some of the schematics just didn't place down

The last 2 images are not mine, they are from the buyers' screen for the blueprint in their inventory and when they placed it down (I am the default bacon hair)

Provide some images / videos of the issue in action.

This will happen if the user doesn't own all of the schematics that the blueprint has.
