[BUG]: Shaking Leaves setting can't be disabled #827

What version did this issue occur in?

1.63.4

Describe the issue in detail.

As of the most recent update with the multi-threaded changes on tree leaves, the setting to disable the feature no long works.

Provide some images / videos of the issue in action.
