DivineLiturgy.xml should be rewritten #4

DivineLiturgy.xml, which contains the transfer rules, is a perennial cause of 
headache. It appears that the Java and Perl implementations have a slightly 
different implementation, and so developers keep putting different rules in the 
files, which causes various components to malfunction. What we need is:

1. One standard way of handling transfers across the API.
2. A coherent system of commands in DivineLiturgy.xml

In particular, it should be decided once and for all if we are going to 
hardcode dates into the rules or rely on dRank's for the transfers.

Yuri rewrote DivineLiturgy.xml and Aleksandr now needs to test it and rewrite 
the Perl implementation.

Most of it is now fixed. Rules for suppression during the Theophany period need 
to be checked. Yuri, please verify that Java implementation runs properly.
