citations in 'level two' term cause error when both are not used. #55

When you have two terms, A and B. And term A uses term B in its desc, and term B has a citation. But both terms are not used in the document, you get the following error:

If either of the two terms is used, it works again. But if term B, again uses term C, and term C cites a source, the same error occurs.

This issue also seems to have to do with using terms in terms in terms

as soon as you are '3 deep' things break.
