Loom scaffolding

This just sets up the scaffolding for writing future tests using loom

The atomics usage currently mirrors std, so I doubt there will be any issues, but it certainly still seems good to have

Well that bot is going to be really annoying. Hopefully it's just a one-off thing and not a requirement

I use codecov in some of my other repos and haven't seen that before unless it's a new thing

I installed the GitHub app and connected everything to codecov. Should work now.
